In 2014 Pend Oreille Counties’ Public Utility District #1 constructed a cold-water by-pass at Sullivan Lake in Washington State. IDFG references this project as one that would be like the proposed Priest River Siphon. They are not!
The intake of this project is at the end of Sullivan Lake. Not 8,000 feet away, as proposed at Priest Lake. Sullivan Lake can also be drawn down 60 feet making the construction less disruptive. Priest Lake can only be drawn down a little more than 3 feet!

Sen. Scott Herndon, R-Sagle, presented Senate Bill 1021, which would amend that law to stipulate the existing dam is the only structure authorized to release water from the lake, and that no siphon, gravity bypass, or other bypass device may be constructed without prior approval from the legislature and the governor.
